(1) Vendor needs to provide compensation consulting services to the government authority located in Philadelphia, PA.– Job classifications in which incumbents perform the same level of work, are of similar complexity, require similar knowledge, skills, abilities, and responsibilities are consistently classified– Compensation is based on assigned duties and relevant experience in the job being performed– Jobs are properly classified as exempt/non–exempt in accordance with Fair Labor Standards Act and corresponding regulations.– Existing Job Description Review and Analysisa) Review and revise existing inventory of job descriptions for:i. Legal compliance (i.e., FLSA, ADA, Title VII of the Civil Rights Act of 1964 & Amendments, US Department of Transportation (i.e., Federal Transit Administration and Federal Railroad Administration)safety regulations.ii. Proper reflection of essential functions/competencies.b) Review experience and education requirements consistent with requirements in other organizations within the defined market.c) Conduct stakeholder interviews for job description updates where gaps are identified.d) Recommend revisions to job descriptions where needed– Job Architecturea) Establish framework that organizes job families and levels.b) Analyze and recommend levels of responsibility based on job’s scope and complexity. This includes recommendations regarding hierarchy and job titles within the hierarchy.c) Identify/recommend updated job classification structures and career pathways within and across job families.(2) The contract period will be for two years.(3) All the questions must be submitted no later than July 9, 2026(4) Pre–bid meeting will be held on July 2, 2026
