MNE-CRFASD-98890-ME-CQ-CS-26-1.1.1.4 Published on: October 9, 2026 The Montenegro has received financing from the World Bank toward the cost of CLIMATE RESILIENT FISHERIES AND AGRIFOOD SECTOR DEVELOPMENT PROJECT (CRFASD), and intends to apply part of the proceeds for consulting services for PORT MANAGEMENT MODEL & BUSINESS PLAN - MONTENEGRO FISHERY PORT (MFP). The overall objective of this consultant service (“the Service”) is to develop a practical, financially sustainable and legally compliant Port Management Model and Business Plan for the Montenegro Fishery Port (MFP) in Ulcinj. The assignment shall identify and assess alternative governance and operational arrangements for the management of the port and recommend the most appropriate model taking into consideration the specific characteristics of the fisheries sector in Montenegro, the mixed-use nature of the port, the applicable legal and institutional framework, and long-term financial sustainability requirements. The assignment will have a duration of 6 (six) months, balance between working from home and on site depending on agreement with the beneficiary. The Ministry Agriculture, Forestry and Water Management, through Technical Service Unit, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (on English language) demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for selection are following: Proven experience in port strategy, port management and port finance Mandatory Years of general experience in the field of the assignment 50 Number and relevance of assignments covering similar scope of services 35 Experience /knowledge of the Montenegrin legal framework of the ports and maritime sector 15 Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Qualifications and experience of the consulting firm associated as sub-consultancy will not be considered for evaluation for shortlisting.
