(1) Vendor needs to provide threat and vulnerability assessment service to the government authority located in California. • Identify credible threats, operational vulnerabilities, physical security gaps, and technology deficiencies; evaluate risks based on likelihood and impact; and provide actionable, prioritized recommendations that support a safe and effective judicial environment.• Threat modeling and risk analysis: develop a court–specific comprehensive threat taxonomy using likelihood and impact criteria.• Operational Resilience and Continuity: Assessment shall include emergency operations plans, continuity of operations capabilities, vulnerability identification, and internal/external communications protocols.• Policy, procedure, and training review: review applicable court policy, procedure, quick reference guides, and other safety, security, and emergency management documentation utilized by the court.• Security technology assessment: assess the court’s access control systems, credential management, privilege hygiene, video coverage, quality, retention periods, analytic capabilities, screening equipment performance, duress alarms, intercom systems, emergency notification systems, and system interoperability(2) All the questions must be submitted no later than Aug 11, 2026.
