(1) Vendor needs to provide RAD capital needs assessment and CNA e–tool system to the government authority located in Dickson, TN.         – Consulting services to assist in the conversion of public housing properties to the rental assistance demonstration (RAD) program.– A rental assistance demonstration capital needs assessment (CNA) with E–tool and energy audit.  – The chosen firm must generate a written report for each of the properties and eTools, in conformance with all of requirements outlined under the RAD program.– Conduct each site inspection as required and complete each draft CNA in accordance with requirements.– RAD physical condition assessment.– Green physical condition assessment.– ASHRAE Level 2 energy audit.– CNA e–Tool.– True–Up CNA e–Tool.(2) All the questions must be submitted no later than August 14, 2026.
