Specific Procurement Notice Request for Bids Works (Two-envelope Bidding Process, Without Prequalification) Employer: Ethiopian Electric Power Project: Supply and Installation of Water supply system for Alalobad drilling sites Country: Ethiopia Contract title: Power Sector Reform Investment and Modernization in Ethiopia (PRIME 1-Component 3: Upstream Geothermal Site Preparation) Country: Ethiopia Loan No. /Credit No. / Grant No: 68570 RFB No: ET-EEP-537754-CW-RFB The Government of Ethiopia has applied for financing from the World Bank toward the cost of the Power Sector Reform, Investment and Modernization in Ethiopia (PRIME-1) Component 3: Upstream Geothermal Site Preparation) and intends to apply part of the proceeds toward payments under the contract[1] Supply and Installation of Water supply system for Alalobad drilling sites The Ethiopian Electric Power now invites sealed Bids from eligible Bidders for Supply and Installation of Water supply system for Jalalabad drilling sites. The expected duration of the Contract twelve (12) months . No margin of domestic preference shall apply, and bidders are required to meet the following key qualification criteria, which include: 3.1 Financial Capabilities Submission of audited balance sheets or if not required by the law of the Bidder’s Country, other financial statements acceptable to the Employer, for the last Five [5] years to demonstrate the current soundness of the Bidders financial position and its prospective long term profitability. 3.2 Average Annual Turnover Minimum average annual turnover in 3.4 Million USD (equivalent) calculated as total certified payments received for contracts in progress or completed, within the last five ( 5 ) years 3.3 Financial Resources The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: USD 600,000.00 (equivalent) and (ii) The overall cash flow requirements for this contract and its current commitments. 4.1 General Experience Experience in [insert appropriate sector] under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years starting 1st January 2021 4.2(a) Specific Experience (a) Participation as contractor, joint venture member, management contractor, or subcontractor, in at least two (2) water supply and installation contracts within the last 5 (Five) years, each with a value of at least USD 3 million, Or One water supply and installation contract within the last 5 (Five) years, with a value of at least USD 6 million, that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services. The similarity of the contracts shall be based on the following: [Based on Section VII, Employer’s Requirements, specify the minimum key requirements in terms of physical size, complexity, construction method, technology and/or other characteristics 4.2(b) Specific Experience (b) For the above or other contracts executed during the period stipulated in 4.2(a) above, a minimum experience in the following key activities: Supply and installation of pumps, generators, pipes, pipe supports, valves, fittings, accessories….etc 4.2 (c) Specific Experience in managing ES aspects For the contracts in 4.2 (a) above and/or any other contracts [substantially completed and under implementation] as prime contractor, joint venture member, or Subcontractor between 1st January 2021 and Application submission deadline, experience in managing ES risks and impacts in the following aspects: (i) Health and Safety on project areas and working areas (Community Health and Safety); (ii) Traffic management. (iii) Emergency Management. (iv) Wastewater management. (v) Management of Labor Camps Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, seventh edition, September 2025" (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for rated criteria (including technical and non-price factors): 60% and for Bid cost: 40%. Interested eligible Bidders may obtain further information from Ethiopian Electric Power, Engineer Tsion Birhanu, tsion.birhanu@eep.com.et, tsionnaod@gmail.com and inspect the bidding document during office hours 8:00 hours to 17:00 hours Ethiopian Time at the address given below. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 50.00 or 7,800.00 Ethiopian Birr. The method of payment will be in cash or cashier’s cheque or through telegraphic transfer to EEP Transmission Construction A/C No. 1000252665203, Commercial Bank of Ethiopia (CBE) Arada Ghiogis Branch, swift code: CBETEAA; and EEP BUMBUNA HPP A/C No. 0101181300051, National Bank Ethiopia (NBE) Swift Code: NBETETAA, for ETB and Foreign Currency Account, respectively, starting from 16 June 2026 . The document will be collected by local representatives from the address given below or will be couriered to the bidder through courier service prearranged and paid by the bidder. Bids must be delivered to the address below on or before 31 July 2026 at 14:00 hours Ethiopian Time. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 31 July 2026 at 14:00 hour Ethiopian Time. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
