(1) Vendor needs to provide parking access and revenue control system. – Supply, support, maintain, operate and manage a Parking Access and Revenue Control System (PARCS)• Services:– Collecting parking fees and charges established by the agency.– Providing a monthly accounting of all expenses to the agency and providing copies of all deposits made to the agency’s designated bank accounts.– The software should include a phone application and be designed to allow visitors the opportunity to reserve/purchase a parking place, online or via the app, prior to arrival.– The system should be able to determine if surface parking and specific floor levels of the garage are at max capacity and should inform customers if this is the case.– The system should include license plate readers.– The intended product should be self–supporting and not rely on current security, camera, conduits, or other infrastructure to achieve the services requested.– Completing a daily license plate inventory of all vehicles parking on the facilities.– The operation and maintenance of the revenue control system.– Receiving, reporting, tracking and responding to all complaints and all claims made for losses, damage or injuries on the facilities in a manner satisfactory to the agency.(2) All the questions must be submitted no later than July 7, 2026. (3) The contract period will be for five years. (4) Pre–bid meeting and site visit will be held on June 30, 2026.
