Phase 2 Construction of the One Toombs Industrial Park

Sealed Proposals for Phase 2 Construction of the One Toombs Industrial Park, located on US Hwy 1 North in Toombs County, GA, will be received by the Toombs County Development Authority (TCDA), 208 East First Street, Suite 100, Vidalia, GA 30474, until 12:00 P.M., Friday, September 25, 2026. Proposals will remain sealed until evaluated the following week. A mandatory pre-proposal meeting will be held at the TCDA office at 11:00 A.M., Thursday, September 3, 2026. Proposers must attend the meeting in its entirety. The project includes, but is not limited to, clearing, grubbing, water, sewer and force main lines, erosion control, and grassing. The Site Work Project will be awarded under one contract. Award will be made to the responsible and responsive proposer whose proposal is determined to be most advantageous to the Owner based on the stated Evaluation Factors and Scoring Matrix. Proposal Documents include the Instructions to Proposers, Contract Agreement, General Conditions, Drawings, Specifications, and required bond forms. Electronic copies are available from Carter Engineering Group, LLC, 3404 Vineville Avenue, Macon, GA 31204, 478-219-2600, lharris@carterenggrp.com, for a $50 non-refundable fee. Hard copies are available for $200.00. Contact information must be provided for the official plan holder list and receipt of addenda. Proposers must purchase the Proposal Documents from the Engineer to be eligible to submit Proposal. Each Proposal must include a 5% Bid Bond. The successful Proposer shall furnish 100% Performance and Payment Bonds. No land acquisition is required. The Owner reserves the right to reject and or all Proposals and waive informalities and technicalities.
