(1) Vendor needs to provide infrastructure master plan update service to the government authority located in Billings, MT. – Provide planning–level evaluation and implementation recommendations sufficient to support infrastructure prioritization, grant readiness, and future engineering decisions.– Infrastructure phasing strategy.– Review of existing planning documents.– Existing conditions and development readiness evaluation.– Environmental review and clearance.(2) Pre–bid mandatory meeting will be held on August 25, 2026.
