MINISTRY OF WATER RESOURCES AND IRRIGATION, SOUTH SUDAN SPECIFIC PROCUREMENT NOTICE Request for Bids Small Works (One-Envelope Bidding Process) Country: SOUTH SUDAN Name of Project: REGIONAL CLIMATE RESILIENCE PROGRAM FOR EASTERN AND SOUTHERN AFRICA Contract Title: Complete Rehabilitation of Eight (8) Haffirs at various locations in Eastern Equatoria, Jonglei and Lakes States Grant No.: E-1920-SS RFB Reference No.: SS-MWRI- 561550 -CW-RFB The Government of the Republic of South Sudan, through the Ministry of Water Resources and Irrigation, has received financing from the World Bank toward the cost of implementation of the Regional Climate Resilience Program for Eastern and Southern Africa and intends to apply part of the proceeds toward payments under the contracts for Complete Rehabilitation of Nakoromai, Namitoit and Napusiret Haffirs in Eastern Equatoria State; Complete Rehabilitation of Nyangkot and Ngokjak Haffirs in Lakes State and Complete Rehabilitation of Mayen and Dhuong Thon Haffirs and Minor Rehabilitation of Akeer Ajok Haffir in Jonglei State, South Sudan. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. 2. The Ministry of Water Resources and Irrigation now invites sealed Bids from eligible Bidders for the complete rehabilitation of the Haffirs as shown below: Scope of Works Lot Contract Description Location; Distance from State Capital, km Completion Period Lot-1 Complete Rehabilitation Works of Nakoromai Haffir Narus Payam, Nakoromai 46 120 days Lot-2 Complete Rehabilitation Works of Paired Namitoit Haffir Lomeyen Payam, Peng Peng/ Namitoit 33 120 days Lot-3 Complete Rehabilitation Works of Napusiret Haffir Lupetet Payam Chemurmur/ Napusiret 99 120 days Lot-4 Complete Rehabilitation Works of Nyangkot Haffir Matangai Payam, Nyangkot 20 120 days Lot-5 Complete Rehabilitation Works of Ngokjak Haffir Aloor Payam, Chatom 110 120 days Lot-6 Minor Rehabilitation Works of Akeer Ajok Haffir Anyidi Payam, Mareng 15 120 days Lot-7 (i) Complete Rehabilitation Works of Mayen Haffir Jalle Payam, Akuai Deng 40 120 days 3. Interested Bidders MUST state which Lot(s) they are applying to participate. Bidders are free to bid for any or all Lots, subject to them meeting the required Qualification Criteria. 4. There will be no Margin of Preference. 5. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers Seventh Edition, dated September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following requirements: Certificate of Registration or Certificate of Incorporation Valid Trading or Operation License Evidence of Tax compliance 6. Interested eligible Bidders may obtain further information from the RCRP Project Coordinator of the Ministry of Water Resources and Irrigation, Andrew Yunda Stephen, crfmsouthsudan@gmail.com and inspect the bidding document during office hours from 0900 to 1700 hours at the address given below: Procurement Unit Ministry of Water and Irrigation Plot No: 11, Block No: AXII, Hai Cinema, Juba, South Sudan 7. The bidding documents in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 100.00 (One Hundred United States Dollars) . The method of payment will be Cash payment at Ministry of Water Resources and Irrigation cahier . The document will be sent by email upon confirmation of payment. 8. Bids must be delivered to the address below on or before 10.00 hours local time on 20th August 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10.00 hours local time on 20th August 2026 . 9. All Bids must be accompanied by a Bid Securing Declaration as stated in BDS ITB 19.1. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 11.
