(1) Vendor needs to provide federal transportation funding state programming and management service to the government authority located in Washington, DC.• Strategies in use for – Federalization of projects: – Target projects for federal funding,– Develop all projects for potential federal funding, and/or – Develop “off the shelf” or “bench” projects to use federal funds when they become available;– Creating effective business use cases for federal funds Programming:– Select eligible projects by federal source, or– Select projects and fund them according to eligible components;– Funds transfers and swaps:– Achieve agency goals,– Protect potential funding lapses,– Manage obligation authority (OA), or– Reduce burdens on T/LPAs;– Ensuring or assisting partner (including T/LPA) use of sub–allocated federal funds– Funds management for– OA, AR, de–obligation of federal funds, and inactive projects;– Use of “Advance Construction” and associated policies; and– Year–of–expenditure, inflation, and change orders.– Programmable costs such as planning, design, right–of–way, construction, and other eligible activities;(2) The contract period will be for one year.
