DEPARTMENT OF AGRARIAN REFORM SUPPORT TO PARCELIZATION OF LANDS FOR INDIVIDUAL TITLING (SPLIT) PROJECT REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT SELECTION) COUNTRY: PHILIPPINES NAME OF PROJECT: Support to Parcelization of Land Individual Titling (SPLIT) Loan No./Credit No./ Grant No.: 9141-PH Assignment Title: GIS Specialist Reference No.: SPLIT-REF-087 The Government of the Republic of the Philippines, through the Department of Agrarian Reform (DAR), has received financing from the International Bank for Reconstruction and Development (IBRD), a member of the World Bank Group, toward the cost of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project and intends to apply a portion of the proceeds of the loan to payments for consulting services under this assignment. The Department of Agrarian Reform (DAR) seeks to engage the services of a qualified GIS Specialist who shall provide technical expertise in the development, management, and integration of geospatial information systems supporting the SPLIT Project’s digital transformation initiatives. The Consultant shall be responsible for managing spatial data infrastructure, developing and maintaining enterprise geodatabases, facilitating the migration of legacy and dispersed spatial datasets into centralized GIS platforms, and supporting the integration of GIS data with the Project’s Electronic Document Management System (e-DMS). The Consultant shall likewise develop and maintain application programming interfaces (APIs), web-based GIS applications, and related geospatial solutions to enhance data accessibility, analysis, and decision-making. In addition, the Consultant shall provide geospatial analytics, prepare technical documentation, support system architecture planning, and ensure the availability, scalability, security, and sustainability of GIS infrastructure and services across nationwide project deployments. The assignment shall be undertaken for a period of six (6) months , commencing on 01 July 2026 . The detailed Terms of Reference (TOR) for the assignment may be accessed through the DAR website at dar.gov.ph or obtained from the address indicated below. The Department of Agrarian Reform now invites eligible Individual Consultants to express their interest in providing the Services. Interested Consultants must submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The criteria for shortlisting and evaluation shall include the following: Holder of a Bachelor of Science degree in Geography, Environmental Science, Geodetic Engineering, Information Technology, Computer Science, or any related IT, Engineering, or Science course; At least two (2) years of relevant professional experience in Geographic Information Systems (GIS), geospatial technologies, or related fields; At least six (6) months of practical experience working with enterprise database platforms such as SQL Server, Oracle, PostgreSQL, SAP HANA, or similar database management systems; Demonstrated experience in spatial data analysis, map production, geodatabase management, and geospatial data processing. Interested Consultants are hereby informed that the provisions on conflict of interest under Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) shall apply to this selection process. A Consultant will be selected in accordance with the Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
