(1) Vendor needs to provide airport use agreement and premises lease legal services to the government authority located in Washington, DC. • Delivering legal counsel specifically related to agreements between airports and airlines governing the use of airport facilities, such as the authority’s airport use agreement and premises lease, as well as the various federal laws applicable to the operation and maintenance and commercial service airports.• Provide legal advice on issues arising under federal laws and policies applicable to airports, including without limitation the following:• Grants and other types of federal funding;• Grant assurances provided by airports receiving grants under the airport improvement program;• Uses of airport revenue;• Airport rates and charges;• Marketing and air service incentive programs and activities that may be undertaken by airports;• Passenger facility charges;• Airport noise programs;• Airport layout plans;
