(1) Vendor needs to provide enterprise resource planning system. – The purpose is to gather market intelligence on modern Enterprise Resource Planning (ERP) solutions and qualified implementation partners capable of supporting a comprehensive replacement of the administrative modules of the agency’s current Ellucian Banner environment.– The Student Information System (SIS), financial aid systems, enrollment management/CRM platforms, learning management systems (LMS), and advancement systems are explicitly out of scope for this initiative.– System Implementation Deliverables• Fully implemented ERP solution across all in–scope administrative functional areas (Finance, HR, Payroll, Procurement, Budgeting, Fixed Assets, Grants).• Chart of Accounts (FOAPAL) redesign decision and configuration, including support for a modern, multi–segment structure.• Enterprise data migration from Ellucian Banner, including historical data strategy, validation, and reconciliation.• Integration architecture design, including SSO, benefits carriers, banking, reporting, and other required third–party systems.• Parallel payroll runs and validated first submission, ensuring uninterrupted payroll continuity and compliance.– Organizational Readiness Deliverables• Change–management strategy and execution, including communication planning, stakeholder engagement, and readiness assessments.• Training and end–user enablement materials, including role–based training, documentation, and post–go–live support resources.• Banner administrative–module decommission plan, including data retention, archival strategy, and system retirement sequencing.(2) All the questions must be submitted no later than August 20, 2026.
