(1) Vendor needs to provide parking access and revenue control system.– Parking Access and Revenue Control System (PARCS) to establish a unified, paperless, and frictionless parking experience across all campus facilities.- SaaS Architecture: Multi–tenant, cloud–native platform; zero on–premise application server hosting. All software updates, patches, lifecycle management, and maintenance should be managed by vendor.- Core Parking Use Cases:○ Public transient (hourly/daily) parking○ Public parking with pre–arrival reservations○ Daily permit parking with reservations○ Event parking (including high–volume ingress and egress for athletic events)- Supported Facility Types: Gated facilities, ungated surface lots, nested structures (e.g., restricted access areas within public garages), garage doors, and standard barrier gates.○ Entry and exit must be capable of operating without staff present on site.○ Facilities must be capable of being set up and managed as mixed–use facilities, serving two or more core parking use cases.- Self–service user actions and controls:○ Managing user contracts, including adding, editing, cancelling contracts, requesting contracts for high demand facilities and/or adding to waitlist○ Self–managing credentials- Integrations: ○ Paciolan (or successor ticketing system) for ticketing & event parking for University Athletics. ○ Audience View (or successor system) for ticketing and event parking management for Northrop Auditorium performances.○ Atrium or PeopleSoft / HR for pre–tax and post–tax payroll deductions (direct or via Atrium), student/faculty/staff billing, and payment collection.(2) All question must be submitted no later than November 9, 2026.
