THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA Ministry of Agriculture, Livestock, Land and Irrigation Climate Resilience Multiphase Programmatic Approach (CResMPA) Request for Bids Contract title: Procurement of: Supply, installation, testing, commissioning, and maintenance of 1 PB file storage system for the Department of Meteorology. RFB No: SLMOI/CRES/DOM/G/NCB/143 Issued on: July 23, 2026 The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract. The Chairman, Project Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Bids from eligible Bidders for Procurement of: Supply, installation, testing, commissioning, and maintenance of 1 PB file storage system for the Department of Meteorology. Implementation period: Three months. Warranty, Support and Maintenance: Period: 5 years. 3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bidder must meet the following minimum qualification criteria: (i) General Experience: The Bidder shall have at least five (5) years of experience in the supply, delivery, installation, configuration, testing, and commissioning of enterprise data center and storage infrastructure solutions of similar nature and complexity, including at least enterprise NAS or SAN storage systems, backup or archival storage systems, data center server or HCI platforms, or other related data center infrastructure solutions, completed satisfactorily prior to the bid submission deadline. (ii) Specific Experience: The Bidder shall have successfully completed at least one (1) contracts during the last five (5) years for the supply, delivery, installation, configuration, testing, and commissioning of enterprise storage or data center infrastructure solutions, with a value of not less than LKR 125 million. Contract shall include at least one (1) of the following components: enterprise NAS, SAN, or object storage systems; storage capacity of at least 500 TB usable in a single system or clustered solution; backup and archival systems integrated with enterprise storage; data center server or HCI platforms integrated with shared storage; with high-availability or clustered storage configurations. (iii) Manufacturer Experience: The manufacturer of the primary proposed storage system shall have at least five (5) years of proven experience in manufacturing and supplying enterprise storage systems of similar scale and complexity, including NAS, SAN, or object storage systems, with successful deployment track records in Sri Lanka or in comparable operational environments. (iv) Financial Capacity: a. The minimum required Average Annual Turnover (AAT) of the Bidder for the last three (3) financial years shall be not less than LKR 220 million. b. The minimum amount of liquid assets and/or credit facilities, net of other contractual commitments, of the Bidder shall be not less than LKR 60 million. The bidding document in the English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LKR . 35,000.00 from July 24, 2026 between 9.00 am to 3.30 pm on any working day. The method of payment will be Cash. 6. Bids must be delivered to the address below on or before August 13, 2026 at 3.00 p. m . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened soon after closing in the presence of the bidders’ representatives who choose to attend. 7. All Bids must be accompanied by a Bid Security in the form of Bank Guarantee : LKR 2.6 million. 8. A Pre-Bid Meeting will be arranged at 3:00 p.m. on July 30, 2026 in the Conference Room at the address given below. 9.
