(1) Vendor needs to provide national forestry and agroforestry strategy service. – Provide develop a comprehensive national forestry and agroforestry strategy that provides strategic direction for sustainable forest management, agroforestry development, biodiversity conservation, climate resilience, restoration of degraded landscapes, green economic growth, and enhanced livelihoods in Rwanda.– Review existing forestry and agroforestry policies, laws, strategies, plans, regulations, institutional frameworks and assess their implementation achievements, lessons learned, gaps and emerging priorities.– Conduct a comprehensive situational analysis of forestry and agroforestry sectors.– Assess national, regional and international trends affecting forestry and agroforestry development.– Develop a national strategy with clear vision, mission, objectives, priority interventions, expected outcomes and an implementation framework including institutional arrangements, financing mechanisms, monitoring, evaluation and reporting.– Develop a costed implementation and investment plan for the strategy.(2) All the questions must be submitted no later than September 20, 2026.
