(1) Vendor needs to provide commercial, hospitality, retail, and entertainment, sub–developer service to the government authority located in Martinsburg, WV. – Provide sub–developer is expected to work collaboratively and its partners to plan and implement private development components of project Allstar.– Provide strategic advice regarding highest and best use, market positioning, phasing, merchandising mix, and site plan integration.– Prepare or assist with master planning for commercial, hospitality, retail, restaurant, entertainment, and other private uses.– Recruit, negotiate with, and secure tenants, operators, end users, franchisees, hotel flags, retailers, restaurants, entertainment users, and other occupants.– Support incentive strategy, including Sales Tax TIF, Property Tax TIF, grants, infrastructure funding, and other eligible public financing tools.(2) All the questions must be submitted no later than August 3, 2026.
