(1) Vendor needs to provide citywide comprehensive fee study and cost allocation plan services to establish a defensible and sustainable methodology for allocating direct, indirect, and overhead costs; evaluate all City Council–adopted fees and charges; identify opportunities to improve cost recovery; and provide City staff with tools and documentation necessary to independently maintain and update the resulting models in future fiscal years to the government authority located in Vacaville, CA.– Develop a federally compliant Citywide Cost Allocation Plan.– Develop a legally defensible comprehensive fee study consistent with state law.– Maximize appropriate cost recovery while maintaining transparency and policy flexibility.– Identify General Fund subsidies and opportunities to improve fiscal sustainability.– Produce fully transparent, editable, non–proprietary models that City staff can independently maintain.– Establish repeatable annual update procedures requiring minimal consultant assistance.– Improve consistency of cost recovery methodologies across all City departments.TASK 1 – Project Management• Conduct a project kickoff meeting with City staff.• Develop a detailed project work plan and schedule.• Identify data requirements and information needed from City staff.TASK 2 – Citywide Cost Allocation Plan And Uniform Guidance Cost Allocation Plan• Identify and allocate direct service costs.• Identify and allocate indirect support service costs.• Identify and allocate administrative overhead costs.• Develop transparent and repeatable allocation methodologies.• Establish sustainable annual update procedures.• Support future fee calculations and cost recovery analyses.TASK 3 – COMPREHENSIVE FEE STUDY– Cost Recovery AnalysisThe selected Respondent shall provide but are not limited to:• Determine the full cost of providing each service.• Identify direct costs associated with each service.• Identify indirect costs associated with each service(2) All question must be submitted no later than August 21, 2026.
