GOVERNMENT OF PAKISTAN MINISTRY OF ENERGY (POWER DIVISION) Program Implementation Unit (PIU) REQUEST FOR EXPRESSIONS OF INTEREST CONSULTANT’S QUALIFICATIONS BASED SELECTION (CQS) Engagement of a Consulting Firm for Third-Party Assessment Review and Financial (Tariff) Impact Analysis of Human Resource Rightsizing in Power Sector Entities under the Ministry of Energy (Power Division) – Pakistan. PK-MOE-563987-CS-CQS- RIGHTSIZ The Ministry of Energy (Power Division) is implementing Electricity Distribution Efficiency Improvement Project (EDEIP) with financial assistance of the World Bank under IBRD:93180 aims to achieve affordable electricity, energy security, and sustainability. In this connection, PIU intends to hire the consultancy services (“Services”) for Third-Party Assessment Review and Financial (Tariff) Impact Analysis of Human Resource Rightsizing in Power Sector Entities under the Ministry of Energy (Power Division) to eliminate redundant positions, correcting cadre and grade mismatches, and rationalizing establishment costs across the public sector. Program Implementing Unit (PIU), Ministry of Energy (Power Division) invites EOI from interested/eligible consulting firms who should provide information demonstrating that they have the required qualifications and relevant experience to perform the “Services”. Interested consultants will be expected to demonstrate or provide explicit information/ evidence of their qualification to perform this assignment, in their profiles, in the areas covered by the Terms of Reference. Interested consulting firms and consortia must provide information indicating that they are qualified to perform above services (e.g. brochures, description of similar assignments,); experience under similar conditions, availability of appropriate skill among staff etc. The short listing criteria are i) Corporate Capacity (Core business and years of experience in same business for at least 10 years) (ii) documented experience of completing at least two assignments during ten (10) years in organizational review, HR restructuring, or institutional reform assignments. Preference will be accorded to entities with prior experience in the power/energy sector. iii) the logistical capacity of firm; and; iii) number of technically qualified staff and (iv) Should not have any conflict of interest with any of the entities' existing third-party assessors (see Section 9 of TOR). The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers November, 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with Consultant Qualification Selection (CQS) method set out in the World Bank's Procurement Regulations.
