(1) Vendor needs to provide transmission consultancy services to the government authority located in Los Angeles, CA. – Prepare and lead workshops, reports, and presentations that provide agency management with a comprehensive understanding of the benefits and challenges, obstacles, risks and risk mitigations associated with entering the transmission business so that it can evaluate the Transmission opportunity.– The Assessment must include an evaluation of the market, technical, financial/economic, operational, and legal/regulatory feasibility.– Transmission Projects Assessment Elements.– The Feasibility Study shall be a written report created for agency’s Board members, prospective members and other stakeholders that summarizes the key elements of the Assessment and enables readers to understand and assess the Transmission opportunity.– Review and Evaluation of Best Practices for Transmission Project Evaluation Criteria by Public and Private Entities.– Provide responses to periodic inquiries about various topics related to transmission planning, procurement, development and ownership.– Completion of the general consulting services as set forth above.(2) All the questions must be submitted no later than August 17, 2026.
