(1) Vendor needs to provide customer programs strategy project delivery support service. – The strategy will establish a shared framework for prioritizing investments, assess market opportunities, incorporate stakeholder input, and guide the development and evaluation of potential program concepts. – Develops the analytical content needed to communicate portfolio scenarios and inform internal stakeholder discussions.– Develop and finalize the customer programs strategy and adaptive portfolio.– Support refinement of strategic framework objective and priorities.– Develop strategic framework metric.– Develop methodology for evaluating portfolio composition targets.– Review, develop, and finalize program concept inventory.– Strategic framework.– Adaptive program portfolio.– Execution, monitoring, and adaptation.(2) All the questions must be submitted no later than September 29, 2026.
