ROAD DEVELOPMENT AGENCY REQUEST FOR EXPRESSIONS OF INTEREST (REOI) PROJECT NAME: TRANSPORT CORRIDORS FOR ECONOMIC RESILIENCE (TRACER) PROJECT ID: P180801 IDA GRANT NO: E2930 ZM REFERENCE NO.: ZM-RDA-564392-CS-QCBS NAME OF THE ASSIGNMENT: CONSULTANCY SERVICES FOR THE DETAILED DESIGN AND TENDER DOCUMENT PREPARATION FOR THE PROPOSED ROADSIDE STATIONS ALONG THE SERENJE–MPIKA ROAD (T2) IN CENTRAL AND MUCHINGA PROVINCES OF ZAMBIA This Request for Expression of Interest (EOI) follows the General Procurement Notice (GPN) for this Project that appeared in United Nations Development Business (UNDB) Issue No. WB-P2126650-07/24 posted on July 15, 2024. The Government of the Republic of Zambia (GRZ) has received financing from the World Bank towards the cost of the Transport Corridor for Economic Resilience (TRACER) Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the Detailed Design and Tender Document Preparation for the proposed Roadside Stations along the Serenje –Mpika Road (T2) in Central and Muchinga Provinces of Zambia. The assignment is expected to be undertaken within a period of eight (8) calendar months. The Road Development Agency (RDA) on behalf of GRZ, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information with supporting documents demonstrating that they have the required qualifications and relevant experience to perform the Services. Based on historical experience, the shortlisting criteria are: (i) General Experience of the Firm: Demonstrate core business, years of operation, and overall track record in providing consulting services relevant to irrigation development, water resources management, feasibility studies, engineering design, environmental and social studies, and preparation of tender-ready documents. (ii) Experience in Similar Assignments: Experience in successful execution of contracts of 3 similar in nature, scope, size, and complexity during the last ten (10)years, based on submitted information including assignment descriptions, client references, contract values, implementation periods, and the role performed in the assignments.(iii) Experience in Similar Conditions: Experience in undertaking comparable assignments in environments similar to those of the proposed assignment, including experience in Africa and other developing countries with similar institutional, technical, environmental, and social conditions. (iv)Technical and Managerial Capability: Provide organizational structure, management arrangements, and availability of qualified professional staff required to undertake the assignment. No individual experts and CVs required at this stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 4th Edition dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on “conflict of interest”. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. A Consultant will be selected in accordance with the procedures set out in the Quality and Cost Based Selection Method (QCBS) set out in the World Bank Procurement Regulations: World Bank Procurement Regulations for IPF Borrowers for Procurement In Investment Project Financing for Goods, Works, Non-Consulting and Consulting Services, Fourth Edition, dated November 2020, and is open to all eligible bidders as defined in the Regulations and additional provisions of the World Bank’s ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants’, dated October 15, 2006, revised in January 2011 and July 1, 2016. Further information can be obtained at the address below during office hours from 08:00 to 12:30 and from 14:00 to 16:00 hours local time Zambia, Mondays to Fridays inclusive, except for weekends and Public Holidays. Expressions of Interest must be delivered in a written form to the address below (in person or by hard copy mail, or electronically by e-mail) by August 28, 2026. The firms which will submit their EOIs via e-mail must get written confirmation of the receipt of their submissions from the Road Development Agency (RDA) prior to dealine for submission of EOI.
