(1) Vendor needs to provide investment advisory services to the government authority located in Washington. – Consultant shall provide and support agency with on–going financial investment management services of its investment portfolios.• Perform and deliver economic and market analysis and research.• Assist with definition and categorization of portfolios.• Establish appropriate benchmarks for portfolios.• Recommend investment strategies based upon cash funding needs, market conditions and duration of funds to be invested.• Perform and deliver market valuations of Sound Transit’s investments.• Assist with drafting and updating investment policies and maintaining updated investment strategies.• Assist with due diligence reviews of brokers, financial institutions and monitor creditworthiness of brokers and financial institutions.• Perform and deliver evaluations of credit for commercial paper and maintain a list of approved commercial paper programs.• Provide investment guidance for construction, escrow, and reserve funds associated with bond proceeds, as applicable.• Provide real–time access to portfolio details, including daily book value and market value updates at the individual investment level.• Provide timely access to reports detailing accounting entries including gain/loss on sales, investment purchases, amortization/accretion reports, and interest accruals.(2) All the questions must be submitted no later than September 25, 2026. (3) The contract period will be for three years. (4) Pre–bid meeting will be held on September 22, 2026.
