GENERAL PROCUREMENT NOTICE COUNTRY: NIGERIA – NIGER STATE NAME OF PROJECT: Niger State Solar Energy Development Project, Nigeria SECTOR : ENERGY NOTICE TYPE: GENERAL PROCUREMENT NOTICE Mode of Financing: Instalment Sales Financing Financing No. [NGA-1063] The Government of Federal Republic of Nigeria has applied for financing in the amount of United States Dollars One Hundred and Fifty Million (US$150 million) from the Islamic Development Bank (IsDB) toward the cost of the Niger State Solar energy development project, Nigeria, and it intends to apply part of the proceeds to payments for the works, goods and services to be procured under this project. This project will be financed by the Islamic Development Bank (IsDB). The project will include the following components; Component A - Solar PV Power Generation, Component B - Grid Interconnection and Evacuation Infrastructure, Component C - Design and Supervision Consultancy Services, Component D - Project Management Component E - Project Financial Audit, Component F - Contingency Emergency Response Component (CERC) The goods, works and services to be procured are as follows: Procurement of contracts will be conducted through the IsDB’s Procurement Guidelines for the procurement of Goods, works and related services (April 2019 edition, revised in February 2023), and is open to all eligible bidders as defined therein and detailed below. Similarly, Consulting Services will be selected in accordance with the Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019 Edition, revised in February 2023). Works Solar PV Power Generation (lot1) Grid Interconnection and Evacuation Infrastructure (lot2): International Competitive Bidding with pre-qualification Consultancy Services Design review and Construction supervision consultant - Quality-and Cost-Based Selection shortlisting limited to Firms from member Countries (QCBS/MC) Engagement of Financial auditor – Least Cost Selection shortlisting limited to Firms from Nigeria (LCS/LC) Specific Procurement Notices for contracts to be bid under the IsDB’s International Competitive Bidding (ICB) and for contracts for Consultancy Services, will be announced as and when they become available, on the IsDB External Website , UNDB Online and Dg Market websites, the Niger State Ministry of Digital Communication website, and local newspapers.
