(1) Vendor needs to provide employee benefits brokerage consulting services to the government authority located in Gilbert, AZ. – Strategic Benefits Consulting:• Annual benefits strategy review aligned with the client’s fiscal year, budgetary constraints, and workforce demographics.• Benchmarking of current benefit offerings against comparable municipalities, public sector entities, and regional market data.• Identification and evaluation of plan design changes that reduce cost without materially reducing employee value.– Marketing, and Carrier Negotiations:• Compile, analyze, and present a formal proposal comparison matrix with side–by–side plan design, cost, and network access comparisons.– Workforce and Engagement Strategies: • Assistance in designing and implementing employee communications and benefits education programs that improve plan literacy and promote use of cost–effective services.– Data Analytics and Benefits Intelligence Platform:• Provide the client’s benefits administrator with direct, independent access to benefits performance data through a dedicated analytics platform.• Provision of a secure, web–based dashboard or analytics portal accessible to designated client staff without requiring a service ticket or broker intermediary for standard reports.• Medical claims spend by month, quarter, and plan year with year–over–year comparison.• Point solution program utilization rates and available outcomes metrics.(2) All the questions must be submitted no later than August 3, 2026.
