(1) Vendor needs to provide financial advisor services to the government authority located in Las Cruces, NM.– Role of Financial Advisor• Serve as the County's consultant on debt financing projects.• Provide independent financial advice that serves solely the interests of the County.• Manage the bond financing process and negotiate key business points to accomplish the County's objectives.• The Offeror shall demonstrate skill, ability, expertise and experience in the following areas of municipal financing:1. General obligation bonds, revenue bonds, industrial revenue bonds and other conduit financing, special assessment and public improvement districts.2. Federal and State Securities laws and regulations, which relate to municipal bond marketing and disclosure requirements.3. Federal and State Laws, which affect agency Counties and their bond marketing and disclosure requirements.4. Debt limitations and constitutional constraints upon municipal spending and financing.• Develop a plan of finance and prepare a financing schedule.• Review legal documents.• Analyze and report on the advantages and disadvantages of each proposed financing.• Evaluate the projected cash flow from any revenue sources that may constitute security for any obligation incurred.(2) The contract period will be for one year.
