(1) Vendor needs to provide threat assessment and management consulting services to the government authority located in Pomona, NY.• Consultant should have access to the Association of Threat Assessment Professionals (ATAP) Certified Threat Managers (CTMs) with expertise and experience in Threat Assessment Planning and Threat Assessment and Management (TAM) Team development. Additional requirements includes documented expertise in training, exercise facilitation, policy procedure creation, program evaluation, community outreach, development of communication plan and the ability to integrate and train evidence–based threat assessment tools. • Consultation towards, and development of a comprehensive communication plan regarding the operations• Comprehensive Mapping of Resources and Capabilities available within Rockland County relating to Threat Assessment and Management• Assistance in developing community outreach efforts, including raising awareness and providing training opportunities, from beginner–level to advanced• Services and Resources to assist implementation of strategies• Assistance in developing Policies, Protocols, and Practices for the operation(2) A pre–bid meeting will be held on September 15, 2026.
