(1) Vendor needs to provide oracle utilities billing system professional implementation services. – Provide professional implementation services for a new Utility Billing System (UBS) that will support the agency's water, wastewater, and solid waste utility operations.• Customer management; – Manage customer information – Manage property information – Customer self–service – Cashiering – Inquiries and notifications • Meter Management – Meter inventory – Meter condition – Meter reading (manual and automated) • Billing: – Rate tables – Billing process – Bill printing/EBilling • Payments / collections:– Online and walk–in payments – Electronic payments – Cash/check receipt – Lockbox processing – Payment reconciliation – Managing delinquent accounts – Service disconnection • Service requests: Work orders (installation, servicing, disconnection, removal) field crew scheduling and dispatch.• Reporting: – Ad hoc reporting – Time sensitive reports – End user reporting tools • Workflow: Notifications for new permits/certificates/meters/properties (2) All the questions must be submitted no later than September 30, 2026.
