(1) Vendor needs to provide biliteracy professional development services to the government authority located in Salem, OR.– Dual language specific professional learning and instructional approaches to support K–1 students in early literacy in dual language settings.– Create capacity in dual language teachers classrooms for improved instruction and academic outcomes are focusing on in classroom coaching for both teachers and administrators.– Site principals need support in understanding the difference with foundational skill instructions in English medium classrooms and dual language classrooms that results in improved literacy assessment outcomes.– Include improved academic outcomes on 3rd–5th grade scores in literacy and instructional improvement in writing in dual language classrooms in intermediate grades.– Developing systems for teachers and building administrators to learn the essential components for biliteracy to give effective support and feedback to classroom teachers.– key focus areas include: 1)interventions and appropriate approaches with a scope and sequence that is appropriate for Spanish and English at the K–2 level. 2)Focus on Morphology of the languages and a scope and sequence that is appropriate for Spanish for 2nd–5th grade.(2) The contract period will be for two years.
