(1) Vendor needs to provide detainee food service, commissary, and telecommunications service to the government authority located in Fayetteville, AR.– Provide three meals per day.– Kitchen operations and inmate labor.– Provide a complete commissary program including point–of–sale and kiosk ordering for detainees; computer kiosks or equivalent systems in each housing area supporting commissary ordering, electronic grievances and requests, informational bulletin board, and other functions as reasonably requested by the sheriff; and a large selection of quality brand–name items.– Web–based ordering capability for family and friends to purchase commissary items for detainees.– Revenue–share and commission percentage on total commissary sales payable to the county.– Real–time call monitoring and full recording, except privileged attorney calls.– Automatic blocking of three–way calling, call forwarding, chain dialing, 411/911/800/900 numbers, and other numbers designated by the county.– Inmate hotline and voice–mail system to reduce staff workload and improve call completion.– Commission and revenue–sharing structure.– Video visitation, including on–site free and remote paid options.– Advanced investigative tools, including keyword alerts, voice biometrics, and analytics.(2) All questions must be submitted no later than September 21,2026.
