(1) Vendor needs to provide contingency based revenue optimization services to the government authority located in Vallejo, CA.• The work must preserve city control over legal interpretations, taxpayer communications, assessments, settlements, appeals, refunds and enforcement.• Identify revenue owed to the city but not billed, reported, allocated, collected, or retained.• Determine whether existing rates, fees, contracts, ordinances, policies, systems, staffing and controls support complete and accurate revenue administration.• Prioritize recoveries that correct an account, allocation, contract or billing process and prevent future leakage.• Develop implementable recommendations with legal authority, fiscal impact, responsible owner, cost, timing and risk clearly stated.• Prepare a complete revenue inventory by fund, account, legal authority, rate, payer population, billing system, responsible department, collection method, forecast owner and existing consultant.• Revenue universe and contract inventory. Catalogue taxes, licenses, permits, fees, charges, rents, leases, concessions, franchise payments, reimbursements, grants, enterprise revenues and other material receipts.• Prepare calculations and supporting records, assist with approved notices and claims, track receipts, refunds and appeals and provide a complete audit trail supporting any invoice.(2) All question must be submitted no later than November 06, 2026.(3) A contract period will be for one year.
