(1) Vendor needs to provide employee benefits consulting and administration services including strategic consulting, regulatory guidance, employee benefits administration, and day–to–day customer service to the government authority located in South Hadley, MA.A. Consulting & Advisory Services1. Conduct and deliver, no less than annually, a written market cost analysis of the Town's group medical insurance program, addressing benefit level, service capabilities, cost, and legislative compliance.2. Represent the Town in the annual renewal process with insurance carriers, including negotiating rates and terms on the Town's behalf.3. Provide claims data analysis, including trend/utilization reporting and rating history review, on a semi–annual basis, to support cost–containment planning.B. Administrative Support Services1. Serve as the Town's primary point of contact with insurance carriers, staff or representatives, third–party administrators and other related vendors for administrative and enrollment transactional issues.2. Manage and ensure compliance with qualifying event (life event) rules for all enrollment transactions, providing timely guidance and communication to employees, retirees, and dependents regarding eligibility and documentation requirements.3. Resolve day–to–day administrative issues related to the Town's benefit plans.4. Assist employees and retirees with claims issues, including matters involving HIPAA and privacy–law considerations.5. Review monthly billing in coordination with the Town's payroll and/or accounting department.(2) All question must be submitted no later than July 31, 2026.(3) Contract term will be for three years.
