(1) Vendor needs to provide senior and co–manager underwriter services to the government authority located in San Diego, CA. – Provide senior managing underwriter and co‑manager, as designated, to support the planning, structuring, marketing, pricing, sale, purchase, and closing of county financings.– Ensure clear recommendations, timely communication, and transparent documentation for county staff and stakeholders.– Provide a written pre–sale analysis (recommended sizing, timing, maturities, call features) and updates for material market changes. – Price the financing competitively relative to comparable credits and maturities, documenting True Interest Cost (TIC) and reoffering levels against recent market comparables.– Marketing plan shall address the current market concerns and conditions, outline the targeted investors and discuss the pros and cons of a retail order period.(2) All the questions must be submitted no later than October 14, 2026.
