(1) Vendor needs to provide access control and accountability system including software modules, associated hardware, installation, training, system migration, warranty coverage, and ongoing technical support services to the government authority located in College Station, TX.– The system server and database instance must reside entirely on the physical infrastructure of the training ship, operating autonomously without requiring external cloud dependencies or internet access• The system must maintain continuous operational capacity while at sea. It must support flat file synchronization layers that allow the shipboard system to ingest personnel updates and sync data back to shore–side databases via satellite/VSAT connections as bandwidth permits.• The application must natively interface with the maritime academy's proprietary in–house database system. It must securely import personnel rosters, credentials, and high–resolution ID photos to populate active shipboard profiles.• Real–time gangway monitoring and internal compartment access management utilizing an integrated, centralized shipboard database.• Advanced muster and roll–call capabilities tracking all embarked personnel (cadets, crew, officers, and guests) both on–ship (drill/emergency stations) and off–ship (shore leave accountability). • Batch processing and instantaneous printing workflows for visitor credentials, contractor badges, and VIP tour groupings during dockside events or port calls. Requirement of specialized industrial desktop printers optimized for rapid–issue visitor badging, thermal media processing, and high–durability credentials suited for harsh marine environments.• Capability to log, track, and audit attendance for shipboard classes, training modules, and mandatory events using the central system database.(2) All question must be submitted no later than November 3, 2026.
