(1) Vendor needs to provide organizational, workforce and service delivery study service to the government authority located in Highland, TX.• The purpose of this study is to evaluate the City’s organizational structure, staffing, operational efficiency, and service delivery to ensure resources are aligned with current and future service needs.• The City seeks practical and objective recommendations to identify opportunities to support long–term financial sustainability while maintaining quality services.• Evaluate the City’s organizational structure, staffing levels, and service delivery. • Assess workloads, management structure, business processes, and operational efficiency. • Identify opportunities to improve long–term efficiency and cost effectiveness while maintaining service quality. • Assess organizational risks and succession planning needs. • Use peer–city comparisons as supporting context, accounting for service models, workloads, and contracted services. • Assess current and anticipated vacancies and recommend whether positions should be filled, modified, reassigned, consolidated, contracted, or eliminated. • Assess options to reallocate resources or avoid unnecessary future staffing growth. • Evaluate the feasibility of alternative service delivery models for appropriate City functions. • Benchmarking: Agency with similar Texas municipalities, considering factors such as population, services provided, staffing, organizational structure, and the use of contracted services. Comparisons should be used as a guide and not be the sole basis for staffing recommendations. • Organizational Structure and Staffing: Review the City’s current structure, staffing levels, and vacancies, including opportunities to reorganize, combine, reassign, contract, or eliminate positions where appropriate. • Workload and Operational Efficiency: Review workloads, service demands, and staffing needs to identify opportunities to improve efficiency. Staffing recommendations should consider actual workload and service needs, not just population or comparisons to other cities. (2) The contract period will be for one year.(3) All the questions must be submitted no later than November 2, 2026.(4) A non–mandatory Pre–Proposal Conference will be held on November 3, 2026.
