(1) Vendor needs to provide development impact fee and connection fee update service to the government authority located in Livermore, CA. • Professional services to review and update the city's development impact fees, utility connection fees, area–specific development fees, planning and engineering cost–recovery fees, and to evaluate a potential new public facilities development impact fee.• Review the ordinances, resolutions, fee studies, master plans, current fee schedule, and administrative materials• Identify outdated assumptions, obsolete references, inconsistent definitions or land–use categories, overlapping charges, unsupported practices, and information gaps.• Identify opportunities to improve consistency, transparency, administration, calculation tools, and future updates across fee programs.• Recommend issues requiring direction before detailed fee calculations proceed.• Review draft technical products as they become available and confirm consistency assumptions.• Identify inconsistencies in development projections, service populations, facility standards, capital projects, cost estimates, timing, funding sources, and allocation methodologies.(2) All the questions must be submitted no later than Oct 9, 2026.
