(1) Vendor needs to provide master plan services to the government authority located in Newport, RI.• Envisioning the Future: Recommendations for capital improvements, preservation of access, maintaining character, and enhancing the experience of the visitor.• Phasing (short/medium/long–term) for an implementation road map including potential regulatory challenges and cost estimates.• Cohesive sign standards for wayfinding.• Design recommendations for each entrance to the cliff walk as “transition zones”.• Plans for improving amenities and facilities used by cliff walk visitors (bathrooms, bike racks, dog bags, trash receptacles, water bottle fillers, etc.).• Plans for improving pedestrian infrastructure on streets in proximity to the cliff walk.• Transportation connections (parking, transit, bicycle, other micro–mobility).• Pedestrian circulation and walkability.• Recommendations for regular data collection of pedestrian foot traffic.• Parking supply, demand, and management strategies.• Explore rolling right of way concepts associated with shoreline erosion.• Operations and maintenance plan that includes inspection and maintenance protocols, and short–term and long–term improvements of amenities.• Identification of segments and structures that are at greater risk of erosion and infrastructure failure.• Emergency protocols for first responders, such as cliff rescues, missing persons and evacuation routes.• Financial planning for long–term upkeep and emergency repairs, such as CIP, grants, funds, parking fees, alternative funding paths, etc.(2) A pre–bid conference will be held on August 24, 2026.(3) All question must be submitted no later than August 28, 2026.(4) A contract period will be for one year.
