(1) Vendor needs to provide frameworks develop and implement service. • Develop implementation ready, country–specific frameworks, action plans, regulations, and technical guidelines to strengthen the protection, restoration, sustainable management, and climate resilience of coral reefs, mangroves and seagrasses• Strengthen national institutional coordination, government arrangements, and implementation mechanisms for integrated coastal and marine environmental management across participating countries.• Support the integration of ecosystem–based adaption, ridge–to–reef management, and climate resilient approaches into national coastal and marine ecosystem planning, restoration and management processes.• Enhance long–term implementation capacity through the development of practical monitoring, stakeholder engagement, and management frameworks that support adaptive management, sustainable livelihoods, and evidence–based decision–making.(2) All the questions must be submitted no later than Sep 25, 2026.
