(1) Vendor needs to provide circuit rider program service to the government authority located in Hawaii. – To provide hands–on technical assistance to improve technical knowledge and performance of small public water system operators and managers.– This program specifically promotes improvements in technical, managerial, and financial capacity through training, direct hands–on assistance, or other means available to the circuit rider. s– To improve the operator and manager’s ability to solve problems and foster a more sustainable approach towards compliance.– This would allow each water system to successfully adhere to state and national standards, moving towards increased competency in their abilities to self–manage various issues that may arise.• Direct Assistance• Program Administration and Accessibility• Program Maintenance and Marketing• Provide Quantifiable Program Effectiveness and Evaluation Metrics• Sharing of relevant standards such as basic Certified Water Operator Standards• Coordination between resource agencies to further action plan execution(2) All questions had been submitted no later than September 4, 2026.
