ACCT-25872 - USA (Columbia, Maryland) - Financial Advisory Services - Deadline July 15,2026

(1) Vendor needs to provide financial advisory services to the government authority located in Columbia, MD.– Independent financial advisory services in the following areas: general obligation bonds, capital lease financing, public private partnerships and tax increment financing.– Advise on general market conditions and outlook for municipal bonds, certificates of participation and capital leases including, but not limited to, new issues, refunding, new products, derivatives, market trends, and investor preferences, and perform analyses related to such matters.– Prepare cash flows both prior to and after the issuance of securities as requested.– Advise on the structuring of bond issues, including the use and amount of fixed and variable rate debt, serial and term bonds, maturity schedules, refunding, and other structuring options to achieve the lowest rates while maintaining the County’s credit ratings.– Advise the County about continuing disclosure requirements and best practices.– Advise on all issues relating to the marketability of county bonds and perform analysis related to the marketing of the bonds.– Provide guidance on post–sale compliance matters.– Advise on other matters as required including, but not limited to, matters related to debt affordability, budgeting of debt service, and alternative ways to finance capital projects other than general obligation bonds, such as the use of public–private partnerships, securitization of revenue streams.– Provide assistance, and when appropriate, training to the county staff in order to enhance county capacity for a variety of bond–related activities.(2) All questions must be submitted no later than June 22, 2026.(3) The contract period will be for one year.
