(1) Vendor needs to provide health care and benefits consulting services to the government authority located in Pennsylvania. • Consultant to provide services for the administration of our health care benefits and self–insurance plan.• Provide consulting for medical, prescription drug, dental, vision, EAP, behavioral health, wellness, FSA, HSA, life, AD&D, disability, voluntary/supplemental benefits, and other employee welfare programs.• Develop a 3 year comprehensive strategy• Evaluate how competitive current benefits are against comparable school districts and public sector employees• Perform plan design, benchmarking, utilization, claims, trend, network, and vendor performance analysis.• Develop and advise on plan performance including, financial including to, evaluating current and historical trends and data• Assist in Wellness Initiatives/Investments.• Conduct Annual strategic reviews with Employee Benefits team• Negotiate annual renewals, contracts, fees, service–level agreements, guarantees, and performance standards.• Provide updates on new benefit trends and developments.• Evaluate the effectiveness of the current benefit plan design.• Provide suggestions for future benefit design changes• Review and negotiate contract renewals.• Prepare annual recommendations of annual self–insured budget and recommendedfunding amounts.(2) Pre–bid meeting will be held on Sep 29, 2026
