(1) Vendor needs to provide promise program development and implementation consultant services including technical assistance, stakeholder engagement, locally responsive program design, evaluation metrics, funding strategies, sustainability planning, and implementation support to the government authority located in Hartford, CT.• Serve as the subject–matter expert on the development, implementation, operation, and sustainability of Promise Programs.• Conduct readiness and capacity assessments to determine each community's existing resources, partnerships, needs, opportunities, and barriers to establishing a Promise Program.• Provide individualized and group technical assistance to participating municipalities and regional coalitions throughout the planning and implementation process• Guide communities in developing Promise Program models that reflect their local environment, student population, community needs, available resources, and postsecondary opportunities.• Assist communities in establishing program eligibility requirements, scholarship structures, student support strategies, governance structures, operational procedures, and implementation timelines, as appropriate.• Provide timely feedback and decisions necessary for the Consultant to proceed with assigned activities• Coordinate communications with municipalities, regional coalitions, state agencies, educational institutions, philanthropic organizations, businesses, and other stakeholders, as appropriate.• Review Consultant expenditures, contract deliverables, timelines, and overall performance.(2) All question must be submitted no later than October 22, 2026.
