Central Coast Coalition State Legislative Services
Santa Barbara County Association of Governments / Programming
Description
SBCAG seeks proposals for a five-year Legislative Services contract estimated to start July 1, 2025 and conclude on June 30, 2030 to fulfill legislative, state policy, and program goals as described in the Scope of Work . In addition to monthly staff coordinated meetings, the Coalition orchestrates or participates in the following: Sacramento Legislative Advocacy Day: since 2011, the Coalition has been participating in an annual legislative advocacy trip to Sacramento where the Coalition and member agency’s elected representatives meet with legislators and State agency leaders to advocate for the Coalition’s legislative priorities and project needs. California Transportation Commission (CTC) Town Halls: per the Coalition’s request, the CTC has held five town halls on the Central Coast. This has allowed the Coalition to showcase a region within the Central Coast and strengthen partnerships with the CTC Commissioners and staff. State Agency Special Meetings: the Coalition organizes and participates in meetings with state agencies on a regular basis (i.e. CalSTA, CTC Commissioners/staff). State Workshops/Meeting Participation: the Coalition is represented in state agency workshops/meetings to ensure our collective input is shared to support the central coast region. The Coalition is frequently asked to speak as one voice on issues and programs. SB1 Trade Corridor Enhancement Program (TCEP): per Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017 , the Central Coast Coalition is included as a corridor region for TCEP that provides a regional target for the Central Coast. The Coalition nominates projects without having to compete with regions in the ‘other’ category of the TCEP. This regional funding target in TCEP will remain in perpetuity. Business Plan for U.S. 101: starting in 2020, the Coalition began to work with Caltrans District 5 on development of a business plan for U.S. 101 on the Central Coast. The business plan will be completed in 2024. The allocated budget for this project is $25,000.
