(1) Vendor needs to provide cloud–based ADA paratransit and micro–transit scheduling, dispatch, mobility management and reporting system.• Support advanced reservations, same–day requests, and recurring subscription trips.• Automatically validate service eligibility, service area, service hours, and capacity constraints prior to booking.• Allow schedulers to create, modify, transfer, cancel, and confirm trips in real time.• Support one–way, round–trip, multi–leg, and standing–order trips.• Allow reservation agents to schedule trips on behalf of passengers through a call–center interface.• Calculate estimated travel times, pickup windows, and negotiated pickup times.• Support waitlist management and trip prioritization rules.• Automatically optimize trip groupings to maximize vehicle productivity and minimize deadhead mileage.• Provide configurable scheduling parameters including maximum ride time, pickup windows, late trip thresholds, and vehicle capacity limits.• Support batch scheduling for next–day service as well as real–time dynamic scheduling.• Allow manual schedule overrides by authorized personnel.• Accept trip requests through mobile applications, web portals, and dispatcher interfaces.• Track operator status, vehicle status, and passenger status.• The proposer shall provide a mobile driver application compatible with Android–based tablets and smartphones.– Electronic manifests updated in real time.– Turn–by–turn navigation with voice guidance.– Passenger pickup and drop–off verification.– Trip details including passenger notes and accommodation requirements.– Ability to record no–shows, cancellations, and passenger incidents.– Secure driver authentication and login controls.– Real–time receipt of dispatched trips and schedule modifications.– Vehicle inspection and pre–trip/post–trip reporting forms.– Ability to communicate directly with dispatch personnel.– GPS tracking and location reporting.(2) All question must be submitted no later than October 14, 2026.(3) A contract period will be for one year.
