Description
Introduction and Schedule Measure K is a half-cent sales tax that funds important services to improve quality of life in San Mateo County. As set forth below, the County is providing notice of an opportunity to apply for Measure K funds to provide services and public benefits to the County within specified Priority Areas. Organizations that are selected will need to enter into an agreement with the County, with an expected term of three (3) years. Notice Section (Introduction) The County of San Mateo (“County”) will accept sealed Applications from qualified applicants (“Applicants”) until Proposal Submission Time on Proposal Submission Date online via the OpenGov (“Software Administrator”) e-Procurement Portal at, https://procurement.opengov.com/portal/smcgov (“Portal”). This Notice of Funding Opportunity (“NOFO”) is for 2024 Measure K Funds, per the enclosed specifications and requirements. Submission & Withdrawal Applicants shall register on the County’s Portal. Once registered, Applicants may view and click "Follow" to be a Prospective Applicant for this NOFO and will appear on the Follower’s list. Applicants that fail to Follow this project will not receive automated Addenda notifications, nor will they be able to submit a Response in the Portal, and therefore will be unable to participate, nor be considered for this NOFO. Applicants must click “Draft Response” to begin and submit a Response via the Portal. The County will accept Applications to this NOFO electronically via the Portal until Proposal Submission Time on Proposal Submission Date . Applications received after the scheduled due date and time for submission will not be accepted. Applications submitted in any other format other than via the Portal, including but not limited to, hard copy (mailed or hand delivered), facsimile, or emailed submittals, will not be accepted, nor considered. Neither the County nor the Software Administrator will be responsible for untimely submissions due to personal or company internet or hardware limitations, settings or restrictions, internet speed, power outage, network connection, or use of a malfunctioning electronic device, or the like. Applicants shall be solely responsible for ensuring the capability of their computer system while responding to this NOFO, and for the stability of their internet service. Uploading large documents may take significant time depending on the size of the file(s) and the Internet connection speed that the Applicant is using to submit a response. Failure of the Applicant to successfully submit an electronic Response before the deadline indicated herein shall be at the Applicant’s sole risk, and no relief will be given for late and/or improperly submitted Applications. Once file(s) have been uploaded and the Submission Status shows as “Submitted” the submission is complete. At that point, the Applicant will also receive an email confirmation from the Portal. Applicants may withdraw their submittal electronically via the Portal at any time prior to the scheduled due date and time for submission. Inquiries All Applicants should carefully examine the NOFO documents. Any ambiguities, inconsistencies questions concerning the intent, meaning and interpretations of the NOFO documents shall be brought to the attention of the County in writing primarily via the Q&A tab in the Portal prior to Question Submission Date before Question Submission Time . The County will not be responsible for oral instructions made by employees of the County or its authorized representatives in regard to this NOFO. If the Q&A deadline has passed, an Applicant may contact the County directly if necessary. The County reserves the right to reject any questions received after the Q&A deadline. If an Applicant needs assistance using the Portal, Applicants may access the Help Center for vendor training guides provided by the Software Administrator. Applicants may also contact the Software Administrator using the real-time chat function on the Portal (located in lower right-hand corner of the screen), or via email at procurement-support@opengov.com for support. Addenda Should revisions to the NOFO documents become necessary, the County will issue an Addendum via the Portal. The Portal will send an automated email notification to all Applicants on the Followers list. Addenda information will be available to view and acknowledge in the Portal. It is the sole responsibility of the Applicant to ensure that they obtain information related to any Addenda, and acknowledge any and all Addenda electronically in the Portal as part of their application. Failure to do so will result in rejection of the application and a determination that the application is “Non-Responsive.”
