The Government of the Republic of Cabo Verde has received financing from the International Development Association (IDA) of the World Bank (hereinafter referred to as the “World Bank”) in the form of a Credit (hereinafter referred to as the “Credit”) under the First Additional Financing for the Cabo Verde Renewable Energy and Improved Utility Performance Projectfand intends to apply part of the proceeds consulting services for the: Recruitment of an Individual Consultant to Prepare a Roadmap for the Institutional Strengthening and Capacity Building of ONSEC – Transmission System Operator and Single Buyer in Cabo Verde’s Power Sector. 2. The objective of this consulting service (“the Service”) is to support management of ONSEC in the design and implementation of a roadmap for the institutional strengthening and capacity building of the company to efficiently carry out its roles of transmission network operator, system operator and single buyer in the power sector of Cabo Verde The assignment is expected to take about 18 months from the date of signing the contract. 3. The Centro de Coordenação Integrada de Projetos (CCIP) now invites eligible eligible individual consultants (Consultant) to express their interest in providing this service. Interested individuals consultants must provide information indicating that they are qualified to perform the services. A Letter of Interest duly signed and updated Curriculum Vitae indicating namely, description of similar assignments, experience and contact references in similar service are required . The information provided must be supported by relevant documentary evidence. 5. To be selected, the individual Consultant must have the following qualifications: Holder of an engineering degree or equivalent degree in electrical engineering, with at least ten (15) years of experience in the planning, design and/or operation of electricity networks running at 60 kV or higher voltage levels and/or operation of power (generation, transmission and dispatch) systems with electricity transmission networks of 60 kV or above, and distribution networks of 20 kV. Experience on managing of Electricity Market, especially in Island Countries with substantial renewable integration levels; Fluency in Portuguese, both written and spoken, and effective communication skills; knowledge of English and/or French is an asset, as well as a high sense of responsibility and good organizational skills. 6. The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated July and revised on September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest published on the World Bank website. 7. The individual consultant will be selected under the Individual Consultant Selection (ICS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, July 2016 edition, revised on September 2025. 8.
