(1) Vendor needs to provide eviction legal defense and right service to counsel pilot program to the government authority located in Portland, OR. – Provide services will support tenants at risk of eviction through legal aid and representation, supportive services, and outreach across the eviction continuum from pre–filing through court proceedings and resolution.– Legal Services:• Full legal representation for tenants facing eviction, including negotiation, stipulated agreement review, and trial representation.• Brief legal advice, consultations, and referrals.• Active engagement and negotiation in nonpayment of rent cases.– Right To Counsel (RTC) Pilot:• RTC pilot guarantees full legal representation, pre–filing diversion, and brief advice for income–eligible tenants within designated geographies, embedded within the broader program.– Case Management Services:• Coordinate with legal, housing, and social service providers to ensure continuity of care.• Assist with court preparation, landlord communication, and case navigation.• Address barriers including language access, disability, and technology access– Outreach:• Community–based outreach through established networks.• Culturally responsive and language–accessible services.– Financial Assistance Coordination:• Financial assistance is paired with legal services to address the financial conditions driving most eviction filings.– In–Court Support:• Regular coverage in person at eviction court proceedings.• Same–day legal guidance for unrepresented tenants.(2) Optional pre–bid meeting will be held on August 12, 2026. (3) All the questions must be submitted no later than September 2, 2026.
