REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRM SELECTION) Country: Nigeria. Loan No./Credit No./ Grant No: P504693 Assignment Title: Establishment of a Technical Assistance Firms Provider Pool Under the Technical Assistance Coordination and Resource Alignment (TACRA) Mechanism. Reference No: NG-HOPE-PHC -558719-CS-CQS The Federal Government of Nigeria, through the Federal Ministry of Health and Social Welfare (FMoH&SW), is implementing the Nigeria Health Sector Renewal Investment Initiative (NHSRII) as the flagship reform platform for transforming health outcomes and strengthening health systems in line with the Renewed Hope Agenda. NHSRII is being implemented through a Sector-Wide Approach (SWAp), which seeks to align government institutions, development partners, private sector actors, and civil society organizations around a common health sector strategy, results framework, and accountability architecture and has received financing from the World Bank and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: To establish and maintain a pool of qualified consulting firms that can provide demand-driven technical assistance to support implementation of NHSRII priorities and other national and subnational health sector initiatives. The pool will serve as a strategic mechanism for rapid deployment of technical expertise to address institutional, operational, fiduciary, governance, implementation, monitoring, evaluation, and systems-strengthening needs across the health sector. The detailed Terms of Reference (TOR) for the assignment can be found at the following website:https://www.swap.gov.ng/jobsandpostings The Federal Ministry of Health and Social Welfare- Nigeria healthcare Sector-wide Approach (SWAp Coordination office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Minimum Qualification Requirements The consultancy firm should possess the following qualifications and expertise: Specifically, the firm: Must be legally established and not debarred by the International Development Association (IDA) or other multilateral organizations. Should have minimum of (3) years of relevant experience. Proven track record in health systems strengthening. Experience supporting government and donor-funded programs. Availability of multidisciplinary technical experts. Adequate organizational and operational capacity. 1.2 Selection and Evaluation Criteria Organizational Capacity and Institutional Strength Relevant Technical Experience Experience Supporting Government and Development Partner Programs Qualifications and Depth of Technical Team Financial Capacity and Sustainability Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The Firms will be selected in accordance with the Consultant Qualification Selection method (CQS) set out in the Procurement Regulations. Applicable Procurement Framework The establishment and management of the Technical Assistance Provider Pool shall be conducted in accordance with the World Bank Procurement Regulations for IPF Borrowers (latest edition), the Financing Agreement, and applicable Government of Nigeria procurement requirements.
