(1) Vendor needs to provide learning management system. • Provide a modern, enterprise–class learning management system for the agency.• Provide a comprehensive, configurable, Commercial Off–The–Shelf (COTS) solution that supports the administration, delivery, management, tracking, and reporting of agency training, academy operations, certifications, compliance, scheduling, inventory, and related operational functions.• Replace fragmented systems, manual workflows, and spreadsheet–based recordkeeping with a secure, centralized, configurable, and scalable web–based platform.• Solution will serve as the operational hub for managing employee training, academy operations, instructors, certifications, regulatory compliance, scheduling, equipment, inventory and assets, reporting, and related administrative functions.• The system should streamline workflows, automate routine processes, reduce duplicate data entry, strengthen data integrity, and improve the accessibility, reliability, and visibility of operational information throughout the agency. • Customer support:– Critical Failures (System Unusable)– Noncritical Failures (System Operational with Disruption)– Support services shall include: Troubleshooting and resolution of hardware and software issues, provision of software updates, patches, and maintenance releases, delivery of documentation and release notes and ongoing technical assistance for system operation and maintenance• Service–Level Agreements (SLAs): System availability commitments, uptime guarantees, scheduled maintenance, response–time commitments, resolution targets and performance guarantees• Software maintenance: Update frequency, patch management, security updates, feature releases and customer notification process.• Data migration: Legacy LMS platforms (PoliceOne and Agency360), Microsoft Excel, SQL databases and Microsoft SharePoint• Security and compliance: Criminal Justice Information Services (CJIS), SOC 2, ISO/IEC 27001, NIST Cybersecurity Framework and Federal Risk and Authorization Management Program (FedRAMP).• Artificial Intelligence (AI) functionality: AI–powered features, use of generative AI, data used to train AI models, protection of customer data and ability to disable AI features.• Training.(2) All the questions must be submitted no later than September 21, 2026.
