(1) Vendor needs to provide online merchant solution. – Provide consulting services for a payment processing provider to implement and maintain a secure, reliable, and scalable online payment solution.– Solution must integrate with the city's existing software systems, support multiple payment methods, simplify financial reconciliation, and accommodate future system integrations.– Utility billing and community development software.– Integrations shall support, where technically available, payment initiation, accurate transmission of payment amounts and account or application identifiers, automatic payment posting or status updates, transaction confirmations, refunds, and reconciliation.– Solution must also support future integration with additional city systems through documented APIs or other standard integration methods. – System must support an appropriate customer–paid processing fee for eligible transactions, subject to applicable laws, card–network rules, and payment method restrictions.– Provide transaction–level reporting and settlement information to support the city's financial management and audit requirements.(2) The contract period will be for five years. (3) All the questions must be submitted no later than November 13, 2026.
